Finance & Procurement Policy
The Highland Council are the landlords for Elphin Community Hall and so all financial activities relating to that building will be subject to the policies and procedures adopted by Highland Council. In particular, any building work must be carried out in accordance with building regulations and follow the Highland Council Contract Standing Orders. In addition Elphin, Ledmore & Knockan Community Association Ltd (ELKCAL) will ensure that ‘best value’ will be sought in all its activities and will fulfil its Constitutional commitment to ‘promote the social welfare of the community’.
- The Association will appoint one of the Directors as ‘Treasurer’ who will be responsible for the day-to-day administration of the Association financial activities and for the accounting records and annual accounts as detailed in paragraphs 84, 85, and 86 of the ELKCAL Constitution.
- The association will establish a business cheque account with Royal Bank of Scotland, Ullapool, and any other accounts which the Directors deem necessary, subject to:
i. Any financial transaction over £100.00 must be approved by a quorate meeting of Directors.
ii. Any financial transactions will require the signature/authorization of one of the three post holders (Chair of Directors, Treasurer, Secretary) and ONE other director, including post holders who are not the primary signature.
3. Any financial transaction over £1000.00 will require at least TWO and preferably THREE estimates. These to be considered by a quorate meeting of the Directors and awarded taking account of the principles of ‘best value’ and the social welfare of the community.
4. Any transaction over £1000.00 relating to the improvements/maintenance of Elphin Community Hall (old Assynt Primary School) which is the property of Highland Council will be subject to the Highland Council Contract Standing Orders. In operating Article 3 in this policy, the Directors will also recognize the restrictions which exist in local circumstances in regard to approved contractors and the remote nature of the community.
5. Any transaction over £25000.00 relating to the improvements/maintenance of Elphin Community Hall (old Assynt Primary School) which is the property of Highland Council will be subject to the procurement requirements indentified in the Highland Council Contract Standing Orders.
6. Any transaction over £100000.00 relating to the improvements/maintenance of Elphin Community Hall (old Assynt Primary School) which is the property of Highland Council will be subject to the procurement requirements indentified in the Highland Council Contract Standing Orders.
7. A report from the Treasurer on the financial circumstances of the Association will be a standing order on the Agenda of every meeting of the Directors.
